Most people who ask who decided which books belong in the Old Testament have already been handed an answer: at some point, a meeting of powerful men voted, and the losing books were locked out. This guide tests that story against the evidence. The answer the evidence supports is this: Israel did not produce its Scriptures by a vote at the end of the process. Communities of scribes recognized writings as God’s word over centuries, kept them together, and guarded them as they copied, and the Bible itself shows that recognition already at work long before any later gathering could have ratified it.
You can work through this guide alone in one or two sittings, or with a group over a single longer session. You will need a Bible, paper, and a pen. The center of the study is a timeline you build yourself, so that you can separate three things that usually get blurred together: what a text says, when someone claims it happened, and what that claim is taken to mean. The main voice is Dr. Paul Wegner, who teaches Old Testament and Hebrew and specializes in Isaiah, speaking with Lisa Fields, founder and president of Jude 3 Project.
The trouble with a story that starts at the end
The council story has a hidden assumption. It treats the last recorded act as the cause of everything before it. If a later group of leaders wrote down a list, the reasoning goes, then the list must be where the authority came from.
History rarely works that way. A later record can describe a belief that was already old. So the better question is not whether anyone ever wrote a list. It is whether people inside Israel were treating certain writings as God’s word before any such list existed. If they were, the list is a witness to an earlier recognition, not its origin.
Wegner’s starting point is a group of people, not a meeting. He describes Israel as having “a whole group of scribes that were set aside to protect the revelation that God had given them.” He suggests the scribes of the Gospels were most likely the people who copied Scripture, and that the same role runs back through Israel’s history. In his account, once a book was recognized as divine revelation, the scribes kept it with the other recognized books so that Israel had an accurate record of what God had said.
Facilitator note: Before reading further, ask each person to write one sentence describing how they assumed the Old Testament got its contents, and where they first heard that. Collect nothing. These sentences come back at the end.
Evidence from inside the collection
Open to Daniel 9:2. Daniel says he “understood by books” the number of years the word of the LORD had given to Jeremiah the prophet concerning Jerusalem’s desolation. Wegner points to this passage when he describes the scribes keeping recognized writings together as a body of books.
Read it slowly and notice what it does and does not show. It shows one biblical writer reading an earlier prophet’s words as a written, authoritative source, and building his own prayer on them. It does not tell us the full contents of any collection at that moment. Both observations matter. The first undercuts the idea that authority was invented later. The second keeps us from claiming more than the verse says.
Now read Deuteronomy 18:20-22. The passage gives Israel a test for anyone claiming to speak for God: “When a prophet speaketh in the name of the LORD, if the thing follow not, nor come to pass, that is the thing which the LORD hath not spoken, but the prophet hath spoken it presumptuously” (Deuteronomy 18:22). This is a test that only works over time. You cannot apply it in a single afternoon. A community has to wait, remember, and compare.
The questions a scribe could ask
Lisa Fields asked Wegner directly how Israel determined that a book was revelation from God. He described several checks working together. Put in plain terms, they were these:
- Was the prophet legitimate, the kind of person the people recognized God as using, and did what he said come true?
- Did the writing contradict itself or other Scripture? Wegner’s reasoning is that a contradictory book cannot be from God, since God is not contradictory.
- Did it claim to be revelation? He notes how many prophets open with a vision from God or with the word of the Lord coming to them.
- Did it fit with the rest of Scripture, going along with what had already been received?
Wegner treats the first as the primary one, and he gives an example from his own field. Isaiah, he says, “gives short-term prophecies so that you can trust him on the long-term prophecies.” He locates some of those near-term prophecies in Isaiah 6-9. A community that saw those fulfilled would have grounds to trust the far-off promises that begin in chapter 40.
Notice the shape of that process. Recognition depends on memory across generations. The people who heard a prophecy and the people who saw it fulfilled might not be the same people. That is exactly why a class of trained keepers mattered.
Keepers who left their fingerprints
If scribes guarded the text for centuries, a fair question follows: did they ever touch it? Wegner answers yes, and he thinks the evidence for it actually strengthens trust rather than weakening it.
Read Deuteronomy 34:5-12. It records Moses’ death and says, “And there arose not a prophet since in Israel like unto Moses, whom the LORD knew face to face” (Deuteronomy 34:10). Wegner holds that Moses wrote the bulk of the first five books, but on this ending he says, “I’m pretty sure he didn’t write about his own death.” The word “since” looks back over a stretch of time. He notes that the Talmud credits Joshua with this ending, and he has no problem with the next prophet completing a few verses.
Then read Genesis 14:14, where Abram pursues his enemies “unto Dan,” and compare Judges 18:29, which says the city received the name Dan from the tribe that took it, having been called Laish before. Wegner’s explanation is that copyists updated an old place name so readers could recognize it, the way someone today might call Chicago the Windy City when speaking of a time before it had that nickname. His judgment on these updates: “In fact, if anything, they thought they were helping keep it accurate by doing that.”
He also describes cases where scribes adjusted wording to avoid what they took as an embarrassment to God or Moses, and he stresses one detail: “the scribes tell us they do that.” In one case, he says, they wrote an added Hebrew letter above the line so readers could see it had been inserted. Whatever you conclude about such changes, they show keepers who marked their work rather than hiding it.
Facilitator note: Some people will find this section unsettling. Let that be said out loud. The question to press is not whether scribes did anything, but what kind of thing they did: updating a name or completing a narrative ending, versus rewriting what a prophet claimed God said.
Isaiah as a test case
Isaiah is where the dispute over authorship becomes sharp, and it is a good place to watch how evidence and assumptions interact.
The critical argument, as Wegner lays it out, goes like this. Isaiah 39 has the prophet telling Hezekiah that his descendants will be carried to Babylon, roughly 150 years ahead. Chapter 40 then speaks to people returning from that exile. Since prophecy usually addresses its own generation, many scholars conclude that chapters 40 and following come from later writers. Wegner is candid that this is not a fringe view; he mentions friends of his who do not believe Isaiah wrote the whole book.
His response has three parts. First, audience: “the book of Isaiah is written to a nation. It’s not written to a person.” A message to a nation can reach forward to the generation that will need it. He calls this “God’s graciousness giving them a preview of what’s gonna happen.” Second, assumption: Lisa Fields observed that if a reader starts by ruling out real prophecy, any forecast will be dated after the event, and Wegner agreed. He adds that, in his view, “there is no evidence anywhere else other than their logic that argues that there’s somebody else writing these books.” Third, structure. Here you can check his evidence yourself.
Read these three openings side by side:
- “The vision of Isaiah the son of Amoz, which he saw concerning Judah and Jerusalem in the days of Uzziah, Jotham, Ahaz, and Hezekiah, kings of Judah.” (Isaiah 1:1)
- “The word that Isaiah the son of Amoz saw concerning Judah and Jerusalem.” (Isaiah 2:1)
- “The burden of Babylon, which Isaiah the son of Amoz did see.” (Isaiah 13:1)
In Isaiah 13:1 the KJV word burden is often rendered oracle in other translations; it means a weighty prophetic message. Wegner reads these as introductions marking collections from different parts of a ministry he estimates lasted around sixty years. Then compare two refrains in the later chapters: “There is no peace, saith the LORD, unto the wicked” (Isaiah 48:22) and “There is no peace, saith my God, to the wicked” (Isaiah 57:21). Finish with Isaiah 66:24, which takes that theme to its end. Wegner argues that introductions at the front and refrains in the back show one mind arranging the whole.
Finally, read Isaiah 41:21-24, where God challenges the idols: “Shew the things that are to come hereafter, that we may know that ye are gods” (Isaiah 41:23). Wegner’s point is that the book stakes God’s uniqueness on foretelling the future. If the God of Isaiah cannot do that, the taunt falls back on him.
Be fair here. Structural patterns show that someone shaped the book deliberately. Whether that someone was Isaiah himself is the conclusion Wegner draws, and it is also exactly what the other side disputes. Your task is to see which reading accounts for more of what you have read.
Build the timeline
This is the main exercise. Draw a long horizontal line. Place the following items on it in order. For each one, write three short notes underneath: What does the text say? Who is claiming a date, and on what basis? What interpretation is being drawn from it?
- Moses and the law (Wegner places Moses in the 1400s BC; note that this date is his claim).
- The ending of Deuteronomy written after Moses’ death (Deuteronomy 34:10).
- The city of Laish renamed Dan (Judges 18:29), and the earlier use of “Dan” in Genesis 14:14.
- Isaiah’s ministry under the kings named in Isaiah 1:1.
- Isaiah’s prophecy to Hezekiah about Babylon (Isaiah 39:5-7).
- The exile and the decree allowing return (Ezra 1:1-4).
- Daniel reading Jeremiah’s prophecy in “the books” (Daniel 9:2).
- The scrolls found in the caves at Qumran. Wegner dates most of them to roughly the last century and a half before Christ and says one Isaiah scroll is almost exactly like the text we read today. Mark these as his statements for you to check.
- Jesus confronting the scribes in the Gospels.
When you finish, circle every item where recognition of a writing as God’s word appears before any later list could have created it. Then put a question mark beside every date you took on someone’s word. Those question marks are not a weakness in your work. They are the honest boundary between what you have read and what you have been told.
For groups: divide the items among pairs, give them ten minutes, then rebuild the whole line together on a wall or table. Disagreements about placement are useful. Ask what evidence each pair used.
What this history does not settle
This conversation does not trace the final listing of every book, and it does not address writings some Christian traditions include and others do not. It explains how recognition worked, not every step of how the collection closed. Keep that limit in view when you talk with someone else about it. Saying less than you can defend is better than defending more than you know.
One more tension deserves attention. Lisa Fields noted that Jesus sharply rebuked the scribes, the very people who spent the most time with the text, yet he did not let his rebuke of them diminish the reliability of what they kept. Wegner agreed that the problem was not that they lacked accurate texts but that they failed to live by what they were copying and reading. The keepers can fail morally while what they kept remains true.
Questions for discussion
- Look at the circled items on your timeline. Which one most directly challenges the idea that a late meeting created the Old Testament’s authority, and why?
- Deuteronomy 18 asks a community to wait and see whether a prophet’s word comes true. What does a test like that require of a people over time, and what could go wrong with it?
- Where would you draw the line between a scribe updating a place name and a scribe changing what the text claims God said? Is that line clear in every case you read today?
- State the strongest version of the case for later authors in Isaiah 40-66 as fairly as you can, in a way someone who holds it would accept. Then state Wegner’s response. Where exactly do they part ways?
- Which of your question-marked dates would you most want to verify, and what kind of source would settle it for you?
- How does Jesus’ treatment of the scribes help when someone dismisses Scripture because of the people who have handled it?
Carry this forward
Return to the sentence you wrote at the start about how you thought the Old Testament got its contents. Set it beside your finished timeline. Does the sentence still hold? If it changed, write the new version in a way you could say to a skeptical friend in under a minute, using only what you can point to in the text or attribute to a named source. If it did not change, write down the specific piece of evidence that held it in place. Either way, you will leave with something better than a slogan: an account you can actually show someone.
